The FCC is slapping Conan O'Brien and TBS with a $25,000 fine for sounding the Emergency Alert System - without an emergency.

The trouble began when Conan used emergency weather tones for a promotion for Jack Black's appearance on his TBS talk show in April 2012.

The base fine for sending a false distress signal over the airwaves is said to be $8,000 but the FCC reportedly lobbied for the bigger fine because it was "a willful violation."
