A measure reforming California's juvenile sexual assault laws is headed to Governor Brown's desk. State Senator Jim Beall of San Jose says there is a need to follow-up on such laws involving juvenile sexual assaults.

"We need to follow-up a lot on these kinds of laws because so many of the young women are not coming forward and talking about it because they are embarrassed or self-conscious about it, Beall said.

The bill calls for juvenile cases prosecuted under the law to be open to the public. Additionally, juveniles convicted of such crimes wouldn't have the option of paying a fine or doing community service or taking part in a treatment program in exchange for the charges being tossed.
