Steinberg Expands Plan on How to Use Cap and Trade Funds

State Senate President Pro Tem Darrell Steinberg is expanding on his plan of how best to use cap and trade money, but the governor still has to agree.

This is another big point in budget negotiations.

Steinberg was in Los Angeles today to further push his proposal to spend revenue from greenhouse gas permits on affordable housing that's near public transportation.

"Californians are logging more vehicle miles annually than ever before and we are projected to break the 400-billion-mile mark by 2020," Steinberg said.  

Twenty percent of the billions of dollars expected through cap and trade would go toward the housing projects, another 25 percent to public transit in general, and 15 percent to high speed rail.

That's the figure to watch through the next week. Governor Jerry Brown wants 30 percent for the bullet train.
